simple action utilizing the ff:
1. duplicate image
2. filter> noise>meidan>10
3. Add layer mask to duplicate layer
4. click layer mask> image> apply image (merged to background)
5. click layer mask> filter> stylize> find edges
6. click on duplicate layer image> overlay
7. filter> gaussian blur>10
8. change layer fill as desired (75%)
